A paper sought to establish the returns to educational investments that accrued to the marginal entrant in education, rather than to the average learner. It was found that there were substantial returns, both to staying on past compulsory schooling and to higher education, for all subgroups of the population.

A paper concluded that overall returns for NVQs at level 2 were extremely poor, and remained negative for large segments of the working population. But there were substantial positive returns for some sub-groups and sectors of the labour force. In particular, it was found that individuals with no other qualifications had higher returns to NVQ2 than those who already had a level 1 qualification. Estimated benefits to NVQ2 receipt also seemed to be larger for low-status and low-ability individuals than for their more advanced counterparts. (NVQ = National Vocational Qualification)
